ACDA HELD THE 1ST ORDINARY MEETING OF THE 3RD SESSION OF THE 5TH ASSEMBLY AT NANA ADU DARKO ON 14TH JUNE, 2022

Opening prayer

The meeting commenced at exactly 10:30am with an opening prayer by Hon. Daniel Agyenim- Boateng.

Opening Remarks by the Presiding Member:

The Hon. Presiding Member welcomed all members to the meeting. He urged all members to contribute their part in making the meeting successful and also help in building the district. He pleaded with members to desist from repetitions to quicken the meeting.

Introduction Of New Staff

The Hon. Presiding Member took the opportunity to introduce new staff at the District Assembly to the Hon. Assembly Members.

 

Formation of Sub-Committees, Executive Committee, and PRCC

Sub-Committees

The Hon. PM informed the house that, as per the local governance act the Assembly is mandated to constitute sub-committees to assist the Assembly in its deliberative, executive and legislative functions. He mentioned that, apart from the five statutory sub-committees the Assembly has adopted two additional ones. They were education and agric sub-committees. He added that, members have carefully been selected to belong to specific sub-committees based on their expertise. He said, each member belonged to one or more committee. Members of the various sub-committee were as follows;

Discussion and Approval of Reviewed Bye-Laws of the Assembly

The District Planning Officer was called upon to present the reviewed bye-laws of the Assembly. An Hon. Member proposed that the house should be made to discuss what was baffling their minds and any amendments should fall under the National Laws. The canker in the district which is teenage pregnancy was duly deliberated on.

Hon.  Richard Osei moved the motion for acceptance of the bye-laws to be presented at the Regional Coordinating Council and it was seconded by Hon. Appiah Francis.

 

Presentation of Hon. DCE’s Sessional Address

The Hon. PM invited the Hon. DCE to present to the house his Sessional Address.

The subjects discussed in the Hon. DCE’s Sessional Address were as follows:

Movement of motion for the discussion of the DCE’s Sessional Address

Hon. Simon Kwadwo Antwi moved a motion for the acceptance and discussion of the Hon. DCE’s Sessional Address and was seconded by Hon. Daniel Agyenim-Boateng.

 

Discussion of Hon. DCE’s Sessional Address

The house duly discussed the Hon. DCE’s Sessional Address but the discussion mainly focused on

  1. Health
  2. Infrastructural Development
  3. Security
  4. Education

Movement of motion for acceptance of the Hon. DCE’s Sessional Address

Hon. Nana Anim Korkor moved for the acceptance of the Hon. DCE’s seasonal Address and it was seconded by Hon. Abotsi Kwabla Matthew.

 

Any Other Business

Provision of office for CHRAJ

An hon. member informed the house that, the CHRAJ office at Bekwai has requested for an office within the administration block of the Assembly. It was to aid them carry out their activities in the district successfully. The member pleaded that, the Assembly treated it with urgency.

 

Abandoned/Uncompleted Projects

Hon. members complained that a lot of projects had been abandoned and must be completed to avoid waste of scarce resources. They therefore, pleaded with the Assembly to provide them with materials to help them complete their uncompleted and abandoned projects in their various communities. To respond to that, the Planning Officer asserted that all Hon. Assembly Members have been tasked to provide pictures to exhibit the current state of their abandoned projects to the Assembly for assistance but has proven futile.

Hon. Members complained about the school feeding programme especially in Suhyenso. The Hon. PM said he received similar complaints as well which has affected attendance.

Movement of motion for the Closure of  the Meeting

Hon. Abotsi Kwabla Matthew moved the motion for the end of the meeting and was seconded by Hon. Stephen Sekyere

Hon. DCE’s Closing Remarks

The Hon. DCE applauded the Hon. Members for their good conduct and submissions at the meeting. He urged them to keep it up for the development of the District. He further informed the House of some members who may not be with the House in subsequent meetings; Mr Ernest Nkyira (DFO) retiree, and Justice Amoah (District Coordinating Director) who had been posted to the Mfantseman Municipal Assembly. The house thanked them for the service rendered to the District. The Hon. DCE introduced Mr Anthony Brako (District Auditor) as the next Acting District Coordinating Director.

Closing Remarks by Hon. PM

He thanked the Hon. Members, Heads of Departments and Staff for their attendance and urged them to keep cooperating with the Assembly for its development. Lastly he informed the house of the tree seedlings at the Agric Department yet to be collected as part of Green Ghana initiative and urged members of the house to encourage the people in the district to go for the seedlings and plant them.
