MINUTES OF 3RD ORDINARY GENERAL ASSEMBLY MEETING OF THE 4TH SESSION OF THE 4TH ASSEMBLY OF THE ACDA HELD ON THURSDAY 26TH SEPTEMBER, 2019 AT THE DISTRICT ASSEMBLY CONFERENCE HALL (DAY ONE)
OPENING REMARKS BY PRESIDING MEMBER
The Presiding Member welcomed all Members and HoDs to the meeting. As part of his remarks, he noted that the meeting was very important being the last one since they assumed office almost four years ago. He therefore urged Members to be forthright with their comments in order to quickly finish with the meeting.
ROLL CALL
Hon. Isaac Kwabena Agyei, Hon. Anna Hemeng, Hon. Gabriel Kwasi Appiah, Hon. Nana Ababio and Hon. Thomas Agyekum were said to have asked permission to be late to the meeting.
On the other hand, the Hon. District Chief Executive informed the House that it would have been the best opportunity to introduce the new DCD, Mr. Charles Attah-Mensah to the Hon. Members but that unfortunately, he had lost his father and had sought permission to be late to the meeting.
The Presiding Member also took the opportunity and informed the House that the District Development Planning officer was going on study leave.
Reshaping of Roads
In connection with the above, the District Engineer informed the House that Grader had repaired and was actually on the roads working adding that some Hon. Members could attest to that. He however, appealed to Hon. Members whose electoral area the machine was working to support the operator and his supporting people with accommodation and meals if they are unable to return home after the day’s work.
National Farmers’ Day Celebration
With regard to the above celebration, an Hon. Member enquired about the venue for the year’s celebration. In response, the District Director of Agriculture said that four (4) Hon. Members had submitted requests to host the celebration. He added that the District Celebration Planning Committee will monitor these areas and make further recommendations to Management for consideration.
Security Situation of the District
An Hon. Member sought to find out whether the district was peaceful based on reports he had gathered. In reaction, however, the District Chief Executive asked the Member to be specific and tell the House the reports he had gathered. Nevertheless, the District Police Commander informed the House that the district was peaceful.
State of Vehicles at the Central Administration
The Hon. Presiding Member enquired to know the state of the Assembly vehicles. In response, the Transport Officer informed the House that five vehicles were running while four were at mechanic shops for repairs. Contributing to the discussion, one Hon. Member expressed the view that the Assembly should auction the vehicles at the mechanic shops and use the proceeds to purchase at least one strong vehicle.
Fire and Ambulance Station at Jacobu
In connection with the above, the District Engineer stated that the project had been completed and handed over to the Assembly. He, however, noted that the Assembly was yet to hand over the facility to the two user agencies.
ADJOURNMENT OF MEETING
Movement of Motion for Adjournment of Meeting
Hon. James Osei Owusu moved a motion for adjournment of the meeting to the next day Friday 27th Sept., 2019 saying it was quite late to continue with deliberations and it was seconded by Hon. Kojo Fosu. There was no contrary motion and Hon. Members unanimously approved it when it was put. As such, the meeting was adjourned to Friday, 27th September, 2019 at 8:00am prompt.
