MINUTES OF 1ST ORDINATRY MEETING OF THE 4TH SESSION OF THE FOURTH ASSEMBLY OF THE ACDA HELD ON TUESDAY, 19TH FEBRUARY, 2019

OPENING PRAYER

The meeting was called to order at exactly 10: 56am with an opening prayer by hon. Emmanuel Boakye.

 

PRESIDING MEMBER’S OPENING REMARKS

The Hon. Presiding Member welcomed members and thanks everyone for being present at the meeting. He advised members to speak to the issue and contribute immensely to the discussion that would be held on the floor for the development of the Assembly.

 

ROLL CALL/APOLOGIES/ANNOUNCEMENTS

It was announced that Mr. George K. Nyame, the District Engineer had been posted to Bosomtwe District Assembly while Mr. Daniel Annum Tetteh was also posted to the District to replace him as the new District Engineer.

The Hon. Presiding Member informed the house the Hon. DCE was indisposed and therefore could not attend the meeting.  He however assured member that the Hon. DCE will be reliably informed about the preceding of the meeting.

HON. DISTRICT CHIEF EXECUTIVE ‘S REPORT

The Hon. District Chief Executive briefed members on the state of the Assembly administratively. He talked about security issue in the district. He said the district was relatively calm and peaceful. He said the Police intensified night patrols along some roads such as Fiankoma- Airport. He added that the Assembly was working hard to provide more police stations to provide enough security to all.

In relation to One District One Factory, the Hon. District Chief Executive reiterated the fact that individual entrepreneurs had expressed interest in two adding that both had been approved.

On Planting for food and Jobs, the Hon. DCE noted that the Assembly had so far issue NPK, SOA, pepper, maize, rice onion and cabbage seeds to farms in the district on subsidy as directed by government under the programme.

 

On Free Senior High School, he mentioned that after the successful implementation of the programme in 2017/2018 academic year, 715 student were placed in the Jacobu Senior High Technical School in September but 594 students comprising 336 males and 255 females had reported for the 2018/2020 academic year of which 475 students were admitted into boarding house and 119 as day students. He further mentioned that, in order to boost attendance, the Government through the Ministry of Education was constructing a 1-story building for girls’ dormitory block which was at painting stage and noted it was going to be ready for the start of the 2019/2020 academic year.  He also said that it was refreshing to report that Tweapease Senior High School had been absorbed into the public school system.

 

On Infrastructure for Poverty Eradication Programme, the Hon. DCE reiterated the fact that the Assembly had met with the various stakeholders in the district and had identified their major needs and had submitted a report on them to the Ministry of Special Development Initiatives for approval.

 

On operationalization of the sub-district structure, he mentioned that Management had selected some staff of the Assembly to be secretaries to the various Area Councils to help in the opening of bank accounts or revive their dormant bank accounts if any.  He also informed the House that Management had set up a two (2) member committee to visit the Area Councils and hold meetings with them to determine their challenges and report to the Assembly. He noted that the Committee had submitted its report to Management and it was being studied.

 

The Hon. DCE informed the House that the District at the moment had twenty-one (21) development projects at various stages of completion though some had been abandoned.  They comprised of nine (9) DACF projects, eight (8) GETFund projects, three (3) DDF projects and one (1) Ministry of Education project.
