MINUTES OF 3RD EXECUTIVE COMMITTEE MEETING HELD ON TUESDAY, 17TH SEPTEMBER, 2019 AT THE DISTRICT ASSEMBLY CONFERENCE HALL

OPENING PRAYER

The meeting commenced at exactly 11:45am with an opening prayer by Hon. Dapaah Dennis.

CHAIRMAN’S OPENING REMARKS

The Chairman thanked everyone for being present at the meeting but however, expressed his dissatisfaction with the lateness of some of the members to the meeting. Continuing, he noted that the meeting was to ensure development and improvement in the quality of life in every part of the district. He therefore pleaded with the House to quicken the process and ensure that all important points were discussed at the meeting.

 

INTRODUCTION OF NEW OFFICERS TO MEMBERS

The Chairman mentioned that new officers had been posted to take over from some officers who had also been posted out to other districts. They included the DCD who he introduced as Mr. Charles Attah-Mensah who replaced the outgone DCD, Mr. Patrick Marfo Antwi, a Budget Analyst who had been directed to take over from the District Budget Analyst who had gone on annual leave and Ms. Evelyn Agyekum, an additional Human Resource Manager for the Assembly. The Chairman then asked all present to also introduce themselves to enable the new officers get to know them and they did.

PRESENTATION OF DRAFT 2020 ANNUAL ACTION PLAN

The draft Plan was presented to the House by the District Development Planning Officer. During discussion of the document, Hon. Members asked why funds allocated to some of the projects did not reflect the costs expected (seemed lower). In response, the Officer explained that the figures assigned to the projects were not the actual estimated cost of the projects but that the Composite Budget would be the document that will contain the actual costs of the various projects. The Officer added that the AAP is purposely meant to showcase programmes and projects that have been planned for implementation within a particular period of time and that the actual estimated cost of implementation of the programmes and projects are normally captured by the budget. Hon. Members then expressed their satisfaction with the document.

 

Movement of Motion for Acceptance of the Draft 2020 Annual Action Plan

Hon. Edward Owusu Bori moved a motion for the acceptance of the draft Annual Action Plan and it was seconded by Hon. Dapaah Dennis. There was no motion moved to the contrary and when it was put, Hon. Members unanimously approved it for the consideration of the general House.

 

PRESENTATION OF DRAFT 2020 FEE FIXING RESOLUTION

Hon. Members were taken through the above document by the District Budget Analyst. While the presentation was going on, Hon. Members asked and sought clarifications to areas/issues of concern, and in the end, they were generally satisfied with the document.

 

Movement of Motion for Acceptance of the Draft 2020 Fee Fixing Resolution

Hon. Abotsi moved a motion for acceptance of the document and it was seconded by Hon. Joseph Cobbinah. It was therefore recommended for the consideration of the General House.

 

PRESENTATION OF 2020 COMPOSITE BUDGET

Hon. Members were once again taken through the above document by the District Budget Analyst. He was of the view that the Grader if properly maintained, could be for hiring to generate revenue. Some few participants supported the opinion but cautioned Management to put in mechanisms for effective monitoring and supervision of the machine when hired. In his contribution, the Chairman noted thatit is important to set up a committee to properly manage the Grader, should the Assembly agree to hire it out to contractor or any person who would need it.

 

Movement of Motion to Acceptance of the Draft 2020 Composite Budget

Having been satisfied with the contents of the document, Hon. Anane Michael moved for the acceptance of it. Hon. Mathew Abotsi seconded the motion. Hon. Members unanimously accepted the 2020 composite budget and recommended for the consideration of the general House.
