MINUTES OF 2ND ORDINARY GENERAL ASSEMBLY MEETING OF THE 4TH SESSION OF THE 4TH ASSEMBLY OF THE ACDA HELD ON THURSDAY, 6TH JUNE, 2019 AT THE DISTRICT CONFERENCE HALL
OPENING PRAYER
The meeting started with an opening prayer said by Hon. Edward Owusu Bori at exactly 11:30am.
Opening Remarks by Presiding Member
The Hon. Presiding Member welcomed all Members and Heads of Department present and encouraged all of them to take part in the discussion of the House for the success of the meeting.
Remarks by the District Chief Executive
The Hon. District Chief Executive also welcomed all Hon. Members to the meeting. He used the opportunity to urge them to be precise and concise in their contributions to the issues to be discussed.
ROLL CALL/ ANNOUNCEMENT
The Hon. Presiding Member informed the House that Hon. Dapaah Dennis, Hon. Anna Hemeng, Hon. Philip Korlenor and Hon. Emmanuel Akwasi Gyamfi asked permission to the be absent. He Further mentioned that Hon. Matthew Acheampong, Hon. Krobea Asante and Hon. Osei-Duah Isaac had also asked for permission to be late to the meeting.
Security
Commenting on the above issue, one Hon. Member made the point that since the Hia community had taken the initiative of construction a Police station, the Assembly should assist in completing it. While some Hon. Members were of the view that the Assembly sticks to the recommendation of the Executive Committee, others however supported the Hon. Member’s opinion.
Contributing to the discussion, the District Police Commander noted that it was important for Police stations and posts to be constructed at vantage areas in the district to combat crime and enhance security. He therefore supported the Hon. Member’s view by recommending construction of Police stations and posts at Tweapease and Hia, and Fiankoma and Numereso respectively to improve security in these areas and the district as whole. Distinguishing between a police post and a station, he explained that a post can be put up by the community just for at least two officers to take charge at any time, but that the station is a permanent location approved by the National Police Command and should have the required officers.
Provision of Shed for Kente Weavers
In connection to the above, most Hon. Members were of the view that the Assembly was already overburdened with other financial responsibilities and therefore could not support it. Reacting to the Hon. Members opinion, the Hon. District Chief Executive indicated that it was just an idea to motivate the teachers and did not require any huge amount to funds. He noted that in the past, when Teachers’ Awards were organized in the district, it helped raised the level of education in the district and brought a lot of honour to the district.
Regulation of Operations of Information Centre
In relation to the above, Hon. Members agreed that the Assembly should regulate the operations of the various information centres in the district bring about harmony in the communities.
Monitoring Operating of Night Clubs and Guest Houses
The House was in complete support of the recommendation and directed that the bye-laws of the Assembly should be strictly enforced to address such issues.
Construction of Classroom Blocks
The House could not agree more with the recommendation by the Executive Committee on the above. However, one Hon. Member was of the view that the Assembly should consider all parts of the district because some communities were also in need of classroom blocks.
Movement of Motion for adoption of the Report
Hon. Gabriel Addai-Boateng moved a motion for the adoption of the report and it was seconded by Hon. Nana Nsuapim Ababio. No motion was moved in opposition and when the motion was put Hon. Members unanimously approved it and the report adopted thereof.
Closing Remarks
The Hon. Presiding Member expressed his profound appreciation to Hon. Members for responding to the summons for the meeting of the House. He prayed for God’s grace for Hon. Members as they retire back to their homes/families. He also thanked the Heads of Department and other invitees for attending the meeting and for their invaluable contributions. He urged them to continue to work hard to ensure that the people of the district derive maximum benefit from all the programmes and projects of the Assembly and central government at large.
